Jim Anderson on Guns
Voted AGAINST HB0125 (2024). Repeal gun free zones and preemption amendments. This
bill would have gotten rid of gun-free zones in Wyoming, enshrining Constitutional Carry as
the law of the State in public places. This bill was successfully ushered through the
Legislature but vetoed by Governor Gordon.
Voted AGAINST calling a 2024 Special Session which would have allowed Gordon’s vetoes
on property tax relief, abortion and gun-free zones to be overturned.
Voted AGAINST SF 88 Repeal Gun Free Zones (2020) which would have repealed gun-free
zones and prevented state and local entities from infringing upon 2nd Amendment rights.
Voted AGAINST SF 75 Repeal Gun Free Zones (2019) which would have repealed gun-free
zones and provided for the lawful carrying of concealed weapons.
Voted AGAINST HB 137 Wyoming Repeal Gun Free Zones Act. (2017) which would have
removed restrictions on gun free zones in government meeting.


Jim Anderson on Protecting Life and Children 
Voted AGAINST HB114 Wyoming Repeal Gun Free Zones Act (Sub. #1) (2015) which would
have created a Wyoming Repeal Gun Free Zones Act and created exceptions for the
carrying of concealed weapons by permit holders.

Jim Anderson on Protecting Life and Children
Voted AGAINST HB0148 - Regulation of abortions (2024) which would have required the
licensure of surgical abortion facilities and required physicians that perform chemical and
surgical abortions to be licensed and only after an ultrasound. This bill would have
effectively resulted in the closure of the only abortion facility in Casper, thereby saving 25
to 40 babies a month.
Voted AGAINST SF99, "Children gender change prohibition." (2024), or more commonly
referred to as Chloe's Law, the bill which prohibits doctors from sexually mutilating
children under the guise of "gender affirmation."
Voted AGAINST calling a 2024 Special Session which would have allowed Gordon’s vetoes
on property tax relief, abortion and gun-free zones to be overturned.
Voted AGAINST SF 1. General Government Appropriations. Amendment 3007. (2024) which
would have prohibited any gender transition or gender reassignment procedures or any
procedure for the purpose of procuring or performing an abortion on any person.
Voted AGAINST SF 1. General Government Appropriations. Amendment 3014. (2024) which
would have prohibited the University of Wyoming from expending any general funds, federal
funds or other funds under its control for any gender studies courses, gender studies

academic programs, gender studies co-curricular programs or gender studies extra-
curricular programs.

Voted AGAINST SF 1. General Government Appropriations. Amendment 3020. (2020) This
amendment to the budget would prevent taxpayer funding of abortions provided in the
University of Wyoming’s Student Health Plan.
Voted AGAINST SF 1. General Government Appropriations. Amendment 3011. (2022) which
would have prohibited the University of Wyoming from expending any general funds, federal
funds or other funds under its control for any gender studies courses, gender studies

academic programs, gender studies co-curricular programs or gender studies extra-
curricular programs.

Voted AGAINST SF 128 Unborn Victims of Violence Act (2019) which would have provided
for criminal offenses to be applied for harming an unborn child.
Voted AGAINST SF0117 - Parental rights in education. (2023) which would have specified
procedures and requirements for school districts to provide parents notice of information
regarding students and the rights of parents to make decisions regarding their children. The
bill also specified that school districts cannot prohibit parental notification and
involvement in critical decisions involving students; prohibited classroom discussion
about sexual orientation or gender identity; specified training requirements for school
districts; specified procedures for resolving parent concerns and complaints; specified
duties for school district boards of trustees and the state board of education; and provided
for a legal cause of action if these requirements were violated.
Voted AGAINST HB0001S3014. Third Reading Amendment #14 to the Budget Bill. (2024)
This budget amendment would have defunded the University of Wyoming office of
“Diversity, Equity & Inclusion,” an office and ideology which prioritizes groups of individuals
on the basis of sexual orientation, race, ethnicity, and other characteristics. This is
essentially reverse discrimination and ensures that certain other groups are openly
discriminated against.


Jim Anderson on Government Spending, Taxes and
Protecting the Bureaucracy

Voted FOR HB0001 - General government appropriations. (2024). At $11.5 BILLION, this is
the LARGEST budget in Wyoming history and represents a 23% increase in 6 years and a
32% increase since Jim Anderson took office in 2013.
Voted AGAINST calling a 2024 Special Session which would have allowed Gordon’s vetoes
on property tax relief, abortion and gun-free zones to be overturned.
Voted AGAINST SF53 - Property tax exemption. (2020) which would have provided an
exemption for business property subject to specified restrictions and requirements.
Voted AGAINST SF0085 - Property tax-reporting and exemption. (2021) which would have
provided an exemption for de minims business property and changed the fine for failing to
report business property to the county clerk from a criminal to a civil fine.
Voted AGAINST SF 110 Personal property-tax exemption. (2023) which would have
provided a property tax exemption for tangible personal property.

Voted AGAINST SF136 - Property tax relief-assessment rate reduction. (2023) which would
have decreased the property tax assessment rate for the all other property class.
Voted AGAINST HB0001S3053. Third Reading Amendment #53 to the Budget Bill (2024) This
budget amendment removed 42 vacant full-time positions from the Executive Branch of
Wyoming government. As these vacancies have existed for years, these positions are
clearly not necessary. This amendment was successfully adopted by the Senate (despite
Anderson’s “No” vote).
Voted AGAINST HB0001S3021. Third Reading Amendment #21 to the Budget Bill. (2024)
This budget amendment removed $2 million from the Wyoming Business Council, a
government agency which picks winners and losers in the private sector by propping up
enterprises to compete with privately owned, small Wyoming businesses.
Voted FOR SF 146 Medicaid Expansion Study (2019) which would have required a study of
the costs and benefits of expanding the Medicaid program.
Voted AGAINST SF0159 - Stop ESG-Eliminate economic boycott act. (2023) This bill would
have required parties to state contracts to certify that they do not engage in boycotting or
discriminating against any company which engages in the exploration, production,
utilization, transportation, sale or manufacturing of fossil fuel based energy, timber, mining
or agriculture or that engages in, facilitates or supports the manufacture, import,
distribution, marketing, advertising, sale or lawful use of firearms, ammunition,
components, parts and accessories of firearms or ammunition. The bill also prohibited the
discrimination or boycotting of companies that opposed access to abortion, sex or gender
change or transgender surgery. Anderson was only one of six Senators to vote against this
bill, with two of those being the only two Democrats in the Senate.
Jim Anderson on Election Integrity
Voted AGAINST SF120- Drivers License unauthorized alien restrictions-(2024) This bill
made sure that drivers licenses issued to illegal aliens outside of Wyoming were invalid in
Wyoming and thereby could not be used as proof of residency for voting. Was only one of
two senators to vote against the bill, the other being Senator Rothfuss (only one of two
Democrats in the Senate).
Voted AGAINST HB 103 Political party affiliation declaration and changes (2023) which
prevents the insidious practice of crossover voting by preventing voters from switching
party affiliation within 96 days of a primary election.

Voted AGAINST SF 97. Change in party affiliation. (2022) This crucial bill would have
prevented political party electors from changing party affiliation at the polls.

Jim Anderson on Liberty, Freedom and Individual
Rights

Voted AGAINST SF72- Employees- forced microchip implantation prohibited (2023) which
would have prohibited employers from forcing employees to be implanted with a
microchip.
Voted AGAINST SF 94. Penalties for mandating COVID-19 vaccinations-2 (2022) which
would have made it a crime for public officials - both state and federal- to enact COVID-19
vaccination mandates. This bill would have protected the rights of Wyoming citizens to
control their health care decisions.
Voted AGAINST SF1003. COVID-19 discriminatory practices-prohibition. (2021 Special
Session) which would have prohibited overall discrimination based on COVID-19
vaccination status; prohibited health insurance companies from discriminating against
insureds based on COVID-19 vaccination status; prohibited insurance companies from
requiring COVID-19 vaccinations in order to receive or access benefits; and prohibited
Covid-19 vaccination in order to receive services or educational opportunities.
Voted AGAINST SF1012 - Healthcare professionals-right to prescribe medication. (2021
Special Session) which would have mandated that anyone licensed to prescribe
medication in Wyoming could prescribe any medication to treat COVID-19 they determined
beneficial and required pharmacists to fill prescriptions for any medication prescribed to
treat COVID-19. This was needed legislation because many doctors were prohibited by
their employers from prescribing medications due to political agendas and many
pharmacists refused to fill lawful prescriptions due to the same political agendas.
Voted AGAINST SF1010 - Grace Smith Medical Freedom Act-2. (2021 Special Session)
which would have required county and state health oƯicers to grant waivers to
immunization requirements and mask mandates for K thru 12 students upon request by
their parents.
